Need to develop a complex relational database for members, who are technicians.

There can be 3 membership levels, such as bronze, silver and gold. Each level may have more than one criteria, such as completing work and/or sending verification of work completion. Some will want to upgrade their status and they need to send in videos and information which will require manual action/review. Need data table that says "we got the information", reviewed, judged (assign a value), and then award the next level of certification.
